The short answer

Begin with the exact degree, language and applicant category. METU and Istanbul University offer public-university pathways; Sabancı, Koç and Bilkent have separate foundation-university admission and funding routes.

Next step: Choose two or three programmes with different cost and selection risks, then use each institution’s current qualification list.

A practical five-university comparison

The table compares planning decisions, not prestige. It does not imply that the institutions offer identical subjects or that every department is English-taught.

Public universities: what to compare first

An international quota is a separate admission category. Do not read a domestic central-placement score or a Turkish-citizen fee as the rule for your application. Check citizenship history and where you completed secondary school before choosing the route.

For a public-university shortlist, collect four documents: the accepted qualifications list, the programme/quota table, the fee schedule for your entry cohort and the language policy. A low headline tuition has little value if the course is unavailable in your language or your result is not accepted.

How to find an English-taught programme

METU’s official language page states that its medium of instruction is English. For other institutions, follow the exact department and degree listing rather than relying on the language of a marketing page. Watch for fully English, partly English and Turkish programmes.

Build a language record with the programme language, accepted proficiency evidence, preparation route and registration deadline. Teaching in English and exemption from English preparation are two different facts. For a regulated profession, also investigate the language required for clinical placements, licensing or employment in your intended country.

Foundation universities: compare the offer after aid

Treat the pre-award tuition and net tuition as different figures. A partial waiver reduces a bill; it does not automatically pay rent. For research degrees, examine the particular graduate school’s award rather than importing an undergraduate scholarship label.

Ask whether the award lasts through language preparation, whether it applies to every year of the programme and what progress conditions keep it active. The three institution guides below explain different award structures, including Bilkent’s retention conditions and Sabancı’s academic/professional graduate distinction.

Use a three-choice shortlist instead of a long directory

One ambitious choice, one academically realistic alternative and one affordable fallback can be more useful than twenty unsorted names. They need not be in the same city, but all three should lead to a degree you would accept.

Original example: a student wants computer engineering in English and has a fixed family budget. They remove programmes with unclear teaching language, then compare accepted school qualifications, net tuition and confirmed housing. Only after those checks do rankings become a useful tie-breaker.

Check recognition before paying a deposit

Use the official Study in Türkiye portal to find institutions, then go to the university’s own programme listing. If you plan to return to Pakistan, India or another country for a regulated profession, check the relevant professional authority for that exact qualification. Institutional recognition alone may not settle licensing.

Keep the offer, fee and refund conditions together. If an intermediary recommends an institution, verify the same course, price and application route directly with the university before making a payment.

Frequently asked questions

Which public university in Turkey is cheapest?+

There is no reliable universal answer across faculties, cohorts and housing choices. Compare the actual international fee for your programme and the complete cost in that city.

Does TR-YÖS admission work at every university?+

No single result guarantees a place everywhere. Use each institution’s accepted qualifications, result-validity and programme conditions; taking the exam does not submit university applications.

Are private and foundation universities the same term here?+

This guide uses foundation university for the non-state institutions in this comparison. Applicants often search for private universities; use the official institution and programme rules regardless of the search term.
