Compare the amount you will actually be charged, with the same academic year and applicant category. These official 2026/27 examples keep annual and semester fees separate and preserve the original currency.
International tuition varies by institution, faculty and entry cohort. For example, the reviewed METU schedule gives USD 1,200 per semester for engineering in the 2023/24-or-later international-entry group; Bilkent lists USD 18,400 annually for its 2026-entry group.

Normalise the unit before deciding what is affordable
Multiply a per-semester figure by the number of chargeable semesters in the academic year. Keep summer study, preparation, extensions and special joint degrees outside that estimate until you know their rules. A fee for an older entering cohort may not apply to a new student.
Use a common comparison currency only after recording the original amount. Write down the exchange-rate date and any bank or transfer charge. A conversion helps compare offers; it does not replace the university’s invoicing rule.
What does a scholarship leave you to pay?
Build the net tuition from the scholarship letter rather than the percentage advertised on a general page. If accommodation is not expressly included, leave it in the budget. Do the same for travel, meals and insurance.
Original arithmetic example: an annual tuition of 20,000 with a confirmed 60% tuition waiver leaves 8,000 in the same currency. A separate living estimate of 9,000 makes the planned total 17,000 before arrival costs. These fictional inputs explain the method and are not a university quote.

Public-university tuition is programme-specific
The official Istanbul schedule is organised by faculty, while METU distinguishes cohorts and programme groups. This is why “public university” cannot be treated as one national price. A medical degree and a humanities degree may have very different charges.
Do not choose an open/distance-education row as the price for a campus degree, or a domestic central-placement category as your international-entry price. Confirm which row the registrar will use before paying.
Payments due before and after arrival
Create a cash calendar alongside the annual total. It should show any required deposit, first tuition instalment, accommodation deposit, visa submission costs and first living month. Record refund conditions next to each advance payment.
A large annual scholarship can still leave an arrival cash problem if the stipend begins after registration. Ask who pays the first room bill and when the first award payment reaches you. Do not describe a refundable deposit as free money or subtract it from required arrival cash.
A fee enquiry that gets a useful answer
Send the university your intended academic year, degree, programme, citizenship/applicant category and entry year. Ask for the fee unit, taxes, preparation-year charge, instalments and how any award applies. Include your application reference if you have one; do not send bank documents to a general public contact.
For Koç, this guide deliberately gives no newly verified 2026/27 numeric fee: the live fee page could not be retrieved during this review. Ask the university for the current written schedule rather than using a dated brochure amount.

There is no single national tuition figure. The table gives selected official 2026/27 examples with institution, programme scope and payment unit; use your own fee category for a decision.
Can a scholarship make a foundation university cheaper than a public university?+
It can change the comparison, but use the actual award and complete cost. A hypothetical maximum scholarship is not an amount you can deduct from a confirmed offer.
Are the displayed fees for 2027/28?+
No. The numeric examples are explicitly 2026/27. A later intake requires its own published fee schedule and offer.
