Italy student cost of living by city: five budgets compared
Compare the same housing type and expense boundaries in Milan, Rome, Bologna, Turin and Padua. Treat an institutional example, an actual room quote and a fictional budget as different evidence.
There is no reliable single student price for each Italian city. Compare a room quote with the same bills, commute and contract length, then add food and personal costs. The examples below separate official transport products from indicative university housing guidance and original planning scenarios.
Next step: Use the evidence table to choose assumptions, replace the housing figure with an actual quote and calculate the remaining funding gap.

Compare like with like before ranking cities
A bed in a shared room, a single room in a shared apartment, a subsidised residence and a studio are different products. A cheap advertised price may exclude bills, require a long lease or be far from your teaching campus. Record these differences before comparing a monthly total.
The official sources were reviewed on 28 October 2026; their examples are not a fresh rental-market survey. We leave a comparable current rent unavailable when it was not verified instead of fabricating a five-city average.
Five-city evidence table
Transport fares below refer to the stated product and eligibility, not a universal student discount. Check age, zones, residence and current operator conditions before purchasing. Housing pages can contain older indicative figures.

Two original budgets using the same expense categories
These are fictional planning scenarios, not observed city averages. Both use a single room in a shared flat with utilities excluded from rent. Food, phone and other spending are deliberately held constant so the arithmetic explains the decision.
Scenario A totals 650 + 80 + 260 + 22 + 15 + 65 = EUR 1,092. Scenario B totals EUR 900. The EUR 192 difference is produced by these selected inputs; it is not proof of a fixed Milan–Padua price gap. If bills are included in rent, remove the separate utility entry rather than counting them again.

Food and bills: convert weekly costs correctly
Weekly food estimates need a full-year conversion. EUR 60 per week is approximately EUR 260 per average month using 60 × 52 ÷ 12, not EUR 240 from a four-week shortcut. The Padua and Bologna pages provide indicative grocery examples; your diet and actual prices decide your budget.
Ask whether heating, electricity, water, internet and condominium charges are included. Seasonal heating and cooling can change the monthly pattern. Keep a reasonable contingency based on your contract and actual risks rather than presenting one fixed percentage as compulsory.
Subsidised residence and scholarship accommodation are different cases
A subsidised place may materially reduce costs, but eligibility, allocation, contract duration and availability need confirmation. A scholarship application or ranking is not evidence that you already have a room. Keep a private-housing fallback until the actual benefit and arrival arrangement are confirmed.
If a benefit supplies a room or meals in kind, represent the reduced cost carefully. Do not subtract the full rent and also add the same housing benefit as cash. Cash awards also need a payment schedule before they can solve an arrival-cash problem.
Arrival cash is not another monthly city cost
A refundable deposit, travel and initial setup can create a large first-month cash requirement without being recurring expenses. Record lease refund terms and the number of rent payments required before arrival. Do not spread an assumed refundable deposit into the same table as ordinary monthly spending without explaining the model.
Use the national Italy budget guide for the detailed EUR 950 worked budget and pre-payment cash example. This city guide helps select comparable inputs; the national guide explains how monthly, annual and upfront figures fit together.
Before accepting a housing quote
The lowest number is useful only if the room is real, the lease works for your study period and the commute is practical. Ask the housing office about vetted starting points and verify the actual offer independently.

Official sources and verification

This evidence does not establish a reliable current ranking. Compare actual quotes for the same room type, bills and commute rather than unrelated advertised prices.
Are the scenario totals official city averages?+
No. They are original examples with labelled assumptions and checked arithmetic.
Is a housing deposit a monthly expense?+
Usually it is an upfront cash requirement with contract-specific refund conditions. Keep it separate from recurring expenses.
Do all students get Milan’s youth fare?+
No. The cited product has age and coverage conditions; confirm that you qualify and that it covers your route.
