Start with the programme, not a university-wide eligibility claim
Open the official degree catalogue and identify the precise bachelor’s or master’s programme, campus, language and starting semester. A title such as engineering or computer science is too broad for an application plan. Requirements can include prior subject coverage and assessment steps that another programme does not use.
TUM describes a two-step aptitude assessment for master’s programmes. Read the chosen programme’s assessment rules rather than relying on a single internet GPA or acceptance-rate claim. The relevant qualification and your academic preparation matter alongside the completeness of your application.

Separate academic fit, language and application evidence
Make a requirements table with one column for the published condition and another for your evidence. For subject preparation, identify the relevant modules in your transcript and supporting syllabus. For language, use the certificates or recognised alternatives actually named for the programme; do not assume every English-taught course has the same test rule.
Mark uncertain points early. For example, if a module title does not clearly show the required content, keep its official course description ready. A careful subject match is more useful than adding unrelated certificates to a file that does not meet the programme’s core requirements.

Plan the VPD and TUMonline as two connected tasks
Check TUM’s VPD rules for your qualification and applicant group. Its instructions tell applicants to select Technische Universität München, the relevant degree type and “all degree courses” in uni-assist rather than a specific programme. The TUMonline programme application remains a separate task.
If the final assessment is pending, TUM describes a signed confirmation process only where the complete VPD request was submitted in time. Read its current deadline and grace-period conditions directly. Do not interpret that option as permission to start the assessment late.

Check tuition for your intake before comparing funding
TUM charges tuition to newly enrolled students from non-EU/EEA countries in many bachelor’s and master’s programmes, subject to exceptions. The official page lists typical current semester amounts of €2,000 or €3,000 for bachelor’s programmes and €4,000 or €6,000 for master’s programmes. The exact programme and applicant classification control the charge.
The same page announces higher rates from winter semester 2027/28. Do not build a 2027 budget using a 2026 screenshot. Semester fees and living costs must also be budgeted separately; a tuition figure is not your total cost of studying.
On a small screen, scroll the table sideways to compare all columns.
| Starting-period reference | Bachelor’s, per semester | Master’s, per semester |
|---|---|---|
| Current published bands before winter 2027/28 | Usually €2,000 or €3,000 | Usually €4,000 or €6,000 |
| Published rates from winter 2027/28 | Usually €2,300 or €3,400 | Usually €4,600 or €6,800 |

A waiver and a cash scholarship solve different problems
A tuition exemption or waiver can reduce a bill without paying your rent. A cash grant can contribute to expenses without cancelling tuition. Read the benefit, eligibility, duration and application window of each scheme separately before calling a route fully funded.
TUM’s official support overview lists several scholarship and waiver mechanisms, with different applicant stages and conditions. Its international-student financial support example is a one-time semester grant of €500–€1,800, with repeat applications possible under its rules. This is not a guaranteed award for every incoming student and should not be treated as a complete study budget.

| Support type | Question to verify | Budget treatment |
|---|---|---|
| Tuition exemption or waiver | Does my applicant category or scheme qualify? | Reduce tuition only when confirmed |
| Cash scholarship or grant | Am I eligible at my current study stage? | Count only the confirmed amount and period |
| External scholarship | Does it cover this programme and intake? | Match each covered expense to the award terms |
| Personal funds | Can I cover costs before an award arrives? | Keep a realistic funding gap |

Build a cost plan that can survive an unsuccessful award
Write down tuition, semester contributions, housing, food, insurance, transport and arrival expenses. Then separate confirmed funding from pending applications. A competitive scholarship belongs in a possible-funding column until an award letter states the amount and duration.
Use the Germany planning tool to test the remaining gap, adjusting assumptions for your actual city and household. An estimate is not an official proof-of-funds decision. Keep money needed for the application process separate from funds reserved for enrolment and living costs.
Prepare a realistic submission and decision timeline
Work backwards from the programme deadline and allow time for the assessment, academic evidence and any requested language proof. Monitor TUMonline after submitting; an upload that needs clarification can still require action. Keep portal messages and confirmation files in a dated application folder.
After an offer, read every condition before accepting or planning travel. Enrolment documents, payments and residence preparation can have their own timelines. Your admission result and your scholarship result may arrive separately, so do not wait for one without checking the other.
- 1Confirm programme fit and the exact admission window.
- 2Start any required VPD with a document buffer.
- 3Prepare and submit the separate TUMonline application.
- 4Monitor document status and answer specific queries.
- 5Apply for support only where the scheme fits your stage.
- 6Check offer conditions, funding and enrolment tasks.
Questions worth asking the official admissions team
Ask focused questions that the published course page does not settle: whether your module evidence fits a named prerequisite, whether a specific qualification exception applies, or which document field should hold a required item. Include the programme name and intended semester. Avoid sending a large personal file when a short question is enough.
Before leaving this guide, save the official programme page, VPD instructions and tuition record. Together they provide a better application foundation than a generic “TUM fully funded scholarship” headline.
